WASHINGTON – The American Beverage Association (ABA) announced today the appointment of Allison Starmann to the executive team as general counsel and executive vice president, legal & regulatory affairs.
“Allison’s proven and diverse legal experience as a general counsel for a major trade association, senior legal counsel for a federal regulatory agency and a successful litigator will prove invaluable for our association and industry,” said ABA President & CEO Kevin Keane. “As a strategic leader with deep environmental credentials, Allison strengthens our already best-in-class team to drive the next era for the association.”
As ABA’s general counsel, Starmann will lead the strategy and team responsible for advising ABA and its member companies on antitrust, regulatory and litigation issues affecting the beverage industry. She will also provide legal counsel to the association’s private charitable foundation, the American Beverage Foundation for a Healthy America.
She joins ABA from the American Chemistry Council (ACC), where she served as general counsel and corporate secretary. During her tenure, she defined and executed ACC’s legal strategy to advance and protect industry interests while overseeing legal operations and managing board and executive committee operations.

Prior to ACC, she served as deputy general counsel for the U.S. Environmental Protection Agency (EPA) under former President George W. Bush. Starmann advised the EPA administrator and other senior political and career officials on high profile environmental policy, regulatory, enforcement and litigation matters. She started her legal career with Winston & Strawn LLP, doing regulatory and litigation work.
Starmann received her bachelor’s and law degrees from the University of Notre Dame and is a member of the D.C. bar. She lives in Maryland with her husband and two children.
